Lighting Question

I have recently become fascinated with a site template that I came across.

The person who made it has somehow added a lot of "light sources" to many of his objects used on the site.

I am wondering how he made it look so good, and what tools he might've used in Photoshop to create these "glows"?

It quickly becomes apparent that he has used some form of light to get a very nice-looking glow on many of his divs. How does he do it?

Can you recreate it? I have tried using Photoshop's Lighting Effects filter but I can't get as good results as he got.

Nobody that can give any profound examples on how he has done it?

A bigger sample would make it a lot easier to zero in on some of the methods used, I see gradients,rendering filters,embossing filters, texture filters.etc,etc..
