Light Expansion Brush/Effect ?

Make a bunch of short lines and use Radial Blur on it?? Play with it's settings to achieve this effect..

Google travelling through space and overlay that onto an image of a door way. The person who did this could have deleted the stars that look stationary, or even made a tiny bit more of an effort than putting one image over another. Of course all stars are relatively stationary compared to the bodies that move around them.
