Specific Light distortions in image from dirty lens

There are a a bunch of problem ares in this image due to a dirty camera lens in the form of bright circles throughout the image. If anyone is willing, please do your best to fix these areas so the image looks as distortion free as possible. I've got two more of these as well that need attention bit I will post them seperately one at a time so as not to clog up the board/ Thanks very much.

Please post your work in the same size and resolution as the original.
