I have two pictures with multiple layers in photoshop which I have created from scratch. On picture 1 there are a few layers which I would like to into incorporate into picture 2 when I try and copy layer the option is not highlighted. How can I do this without having to create the layer from scratch?

Open both and drag the layer from one to the other.

Another issue you may be having is that the first thing you have to do is "select all." Then, with the layer selected you can do your copy. When you paste it, select the layer below where you want it to end up.

The method hawkeye describes is what I use most. Very simple. Just be sure if you have any layer adjustments clipped to it, that you merge or copy merge, or you can also drag the adj layer over to and clip it.

The only time I use copy and paste is if I want to be sure the layer lines up with the other so I don't have to tweak it with the move tool.
