Layers not saved

Hi, Hello everyone. I am new to this forum. Please gude me as I have a small problem.

I created an invitation card with layers in photoshopCS. I saved it as .PSD and wrote it to a cd. When I took it to a printing press to get it printed, to my dismay, the work opened as "background' layer (I think rasterized on its own) instead of with multi layers. I thought I saved it as a copy, went back saved the original again with layers and again copied it on the cd, but with the same result. I copied the work onto a pendrive, but then also the same thing happened. The layers were not visible when opened in the press. They are using Photoshop 7.0 there. A wasted a full day worrying over this. When I opened the cd on my computer, the layers were in tact. Is it because there is no backward compatibility between CS and 7.0. But the format is the same PSD, unlike doc and docx.
Please tell me how to solve the problem.

Try this.

Maximize compatibility when saving files

Choose Edit > Preferences > File Handling (Windows) or Photoshop > Preferences > File Handling (Mac OS).

From the Maximize PSD and PSB File Compatibility menu, choose any of the following:

Always Saves a composite (flattened) image along with the layers of your document.
Ask Asks whether to maximize compatibility when you save.
Never Saves documents without maximizing compatibility.

Choose Ask or Never if you want to significantly reduce file size.
If you edit or save an image using an earlier version of Photoshop, unsupported features are discarded.

Actually the maximum compatibility option is already turned on as whenever I save the dialogue box appears.
I used gradient tool and two text layers in my work. it is a simple work. I don't see any unsupported features there.
Could it be some bug?

I guess it could be but it really sounds like you're not saving for maximum compatibility.
Maybe the problem is at there end.
