Layer Style color selecting tool or eyedrop not working

Okay, here’s a strange one. in the process of trying to stroke a shape with a simple solid color outline of 4 px.
Within the layer style window> stroke> fill type>color. It does not allow the color selector tool to grab the color I need from the picture, I remember the lower versions of Photoshop used to do this but CC does not seem to work the same way. Is there a setting that has been knocked off somewhere perhaps or is it a new way of doing selective color? Either way I can’t find the answer anybody have a clue as to what I mean and a tip to look for?
 
I know they have replaced the color picker for a rgb value icon as seen here is this what your after ??

That will let you use the eyedropper anywhere on the screen when open
 
That's strange I don't have that option.
 
Sorry thats the shape tool bar option in the layerstyles you just click the color under fill and it will bring up the same window

However I know in earlier versions of cc it was bugged and would only work with open gl turned off but that was fixed several updates back.
 
Okay I think I found the problem it does not work when in color library Pantone +metallic coated. I used that couple of weeks ago on another project, never changed back..... thanks!
 
Don't understand why but once you add the metallic coated the picker disappears
