Layer Snapping.

I had once found an online tutorial on how to snap a layer, so that it adopts the exact size of the layer beneath it. I thought that I had saved it, but hadn't. Does anyone know what I mean?
 
If I understood your question correctly..... press SHIFT+CTRL+; to enable "snap" objects in a layer to the document bounds. Conversely, in VIEW>SNAP TO> , you can select elements which you want to snap the layer object to.
