layer mask help

Hi guys new to this site and hope to use this in future.
I am relatively new to photoshop but understand some of the basics.
I am learning on line the various techniques that I need to master.
One problem that I cannot fathom out blending two photos.

I am following the correct procedure for a layer mask gradaint blend to the letter but for some reason it will not work. I have tried the method on both laptop and decsk top at home but it does not work.
At work I use exactly the same procedure and the blend works fine !! This leads me to belive it is a settings problem. I have even uninstalled the software to try and overcome the problem. Your veiws would be welcome. This is driving me mad!!

This is how I am attempting it.
1- open both photos
2- drag a photo to b photo. Create 2 layers for a and b
3- create layer mask - reveal all
4- set gradiant tool (black,white) linear gradient
