Keyboard shortcut won't save

I have Photoshop CS6 on my Windows 8 PC and have several keyboard shortcuts that I use all the time that work fine.

Recently I tried to add a new keyboard shortcut for the Dust and Scratches filter. I set it up as CTRL-F8 and it works fine until I close CS6 and then restart it. Then this shortcut is gone as if it never existed but all my other shortcuts are still there and work fine.

I did save the keyboard shortcuts file and have checked to see if the file is there (it is). The file saves as "Photoshop Defaults (modified) Copy.kys".

I have researched this problem on the internet and in this forum but so far have not been able to find a solution.

Here is the first portion of my keyboard shortcuts file:

I don't know if this is the problem for sure but try making another shortcut without and with f keys. In the past I've had problems with f keys but I'm also thinking it could be a permission problem with windows. It's not allowing the program to modify the file?? So if you can make another hotkey without an f key and it saves it it just doenst like th e f keye but if it does not it might be a windows issue.
