Keeping Hard Edges in a Transformation

Hello, I am having a problem where when I am duplicating a layer and transforming it to a different size, the hard edges of the newly transformed layer are lost when I apply the transformation. It instead blends in the edges with the background. I don't want it to do that. When I transform the layer, I want to keep the hard edges. (I am using CS4.)
 
I'm guessing you are referring to diagonal lines, not vertical or horizontal? Also I assume you are scaling the layer up? If so the resolution of the layer isn't sufficient for the size of the canvas you're scaling on. Photoshop will basically guess and add additional information to the layer where there is none (which is why you're seeing it bleed into whatever is behind it).
 
No, I'm actually shrinking the copied layer. The edges are varied. Some straight, some round. I'd post screencaps of what I'm talking about, but I don't have that permission yet as I need at least five posts on the site. I'll see if I can get to that point.
 
Hopefully this will work and you'll be able to zoom in. This is a "before" picture. The item on the right is a copy of the one on the left. If you're curious, this is for a Minecraft texture pack I'm working on.

I shrunk the items on the right and it lost it's hard edges once I applied the transformation. I can't have it like that. When I shrink it, I can't have that anti-aliasing.
