When I get paid, I plan on purchasing "Photoshop CS5" . I was wondering if this would be the right program for me as a beginner. While I know that there probably is no "1-Stop Shop" for everything, design-wise. Is this a good starting program to get? Is this the "standard" for design? Or should I look to another program?
 
You probably won't have a choice. CS5 is the most recent edition and most place pull earlier editions off the shelves.

Just about all Adobe products are available as a free 30 trial. Just click "TRY" and give them a whirl. I personally like the combination of Lightroom and PS10.
 
The CS5 has the latest features. And it also has all the other features of those which came before it. Consider a trial first though. Tutorials are also good to be able to really make the most out of the software.
