Learning to use the vector creation tools will stand you in good stead. I strongly recommend you take the time to do this, the image you have provided is a good one to start with. There are plenty of tutorials on this on the web.

If you are dead set against learning to do this on your own there are a number of free and for pay vectorization programs out there. The best I have seen is Vector Magic, its quite good but not at all cheap (and nothing will be as good as doing it yourself). You can upload an image and have it vectorized for free in stead of downloading a trial version. http://vectormagic.com/home

Very good advise b-man! I must remember to bookmark your link for the future.

Thanks and your welcome Sam, Vector Magic is pretty decent especially when compared to other vectorizing programs but in my experience it provides more nodes than necessary. This makes tweaking the vectors very difficult/awkward. If you create the vectors yourself then you will only have nodes where you need them and any adjustments and refinements are much easier to do. I am not sure how important this would be when using PS but in the CAD work I do it can be critical.
