Item/Object/Character Drawing in Photoshop

Hello everyone,

I am new to Photoshop and using CS6. Me and my friends want to program and design a strategy game like Age of Empires,LOTR Battle for Middle Earth etc. My question is, I want to draw little logos that when player clicked on it, it will be selected. And also want to draw and paint some Item and Character pictures can be seen something like the following image styles. How can I draw, paint and most importantly fix the size after finish my work? Can you suggest me some tutorials?

PS is not a drawing program...Due to Raster vs Vector images

because you need different sizes for each image, wouldn't making them in a vector based program easier?

Thanks for your suggestions. I wanted to use photoshop in the first place because I had seen a graphic designer in a gaming competition that she was using photoshop and drew a heart in hd, then resized it to use in a 2D game. Can you suggest me vector based program then?

Vector drawing will work better as its smoother when changing sizes. AI will work in PS ,but once converted in PS to a raster, you lose the ability to smoothly resize
