Issue Editing Curved Text

Firstly, pardon my ignorance as I am not that familiar with photoshop.
I had the following .psd logo designed and I need to alter the text "OFFICIAL PARTNER OF THE GLOBAL MOUNTAIN TRIBE"
Every time I go to click the text with the text tool, it creates a new layer rather than highlighting the existing text to be changed.
Please advise how I can change the text in a simple manner (besides going back to the designer...)
I have put the .psd and jpeg file into my google drive - I would greatly appreciate any photoshop gurus taking a look

Well you can't edit text if there is no text to edit.

The layer with the text is not an editable text layer but a rasterized version of it.

You'll have to re-do the text if you want it any different.

This is rough but you'll get the idea...
