I've pretty much only used photoshop as a drawing tool and have done VERY little actual photo editing. I have recently taken an interest in photography which is forcing me to start using photoshop for actual photos (what a concept!).

I came across this photo browsing flickr and was wondering if this was done post production or if he was using some crazy filter on his camera:

and another photo with the same effect:

If it was a filter I would love to know what one and if it was photoshop I would love to know how he did it.

To me it looks like he used the filters from Topaz Detail2 perhaps
 
The effect in the second photo is way over the top, I advice you not to walk that path. The first one looks much better.
