Is this a super photo treatment or a Plug in?

Good night people,

I'm trying to discover this technique of making a photo look like an old painting. Was it a photo treatment or a plug-in? How can I do it?

Yes.
There's really no way to tell which.

The problem with these types of requests is that it's nearly impossible to tell you how the effect was done. Some of these effects have so many adjustments that there is no way for us to really know exactly how it was done.

We can offer generalized suggestions, but that's about it. HERE is a suggestion for a place to start.

not intended as trolling;

neither example looks particularly like a 'painting', but the second example looks more like carefully thought out and executed photography. of course, as iamsam points out, 'it's nearly impossible to tell...' what, if any plugins were used, or was it simply a matter of making 'adjustments' with a programs built in fx.

there are quite a number of excellent, purely photographic, software packages that can dramatically change any photography to something 'else', such as dxo, capture one, and of course, lightroom...
