Is there an image filter like this?

Hello, I want to make a t-shirt design, but I cannot find the filter for it, maybe it doesn't even exist and I can't even make out what the filters name would be. So I added an image of a design using this ''filter'', wanted to know if I can get it somewhere. I am new to photoshop but I have this great idea for a t-shirt and I need this filter. If it exists then it would be making a normal image look like that, with blank spots in between, don't know how to explain. If you know a filter like this please share it with me. Thanks in advance.

The specific image you see is probably designed by hand.
Although there's a series of effects you could apply to an image to obtain a similar result from a picture.
Since you are new to photoshop this is not what I would start with because Photoshop isn't a one click and ready piece of software.
Before starting using filters and actions you need first to learn the basics of Photoshop.
Just to demonstrate, here's something to reflect on:
 
Thank you for your response, I want to show you what I did with a picture of Ragnar from the show Vikings. So, I cut out Ragnar of the big picture and changed the threshold of the picture, the sides were very smooth but because of his fur cloak it couldn't be so, so I tried to do my best with the eraser tool and took out some specks here and there from the sides. I am pretty proud but it looks ugly the way it is. Another thing I tried to do was coloring his eyes blue, but nothing happened there, only colored the background a bit. Really want his eyes to be blue, it would look cool but can't do it. Maybe you can help? :)

I don't know how you have your layers set up, but this would be one way to do this.

Use whichever selection tool your comfortable with, I used the Pen Tool. Make a selection of where his Iris's should be.

Add a layer mask to the "threshold" layer.
Select the layer mask by clicking on it.
Then fill the selection with black.
This will mask out the selected areas.

Create a new layer below the "threshold" layer.
Use the Rectangular Marquis Tool to make a rectangle behind both eyes.

Fill the rectangle with Blue.

Create a new layer above the "threshold" layer.
Use the Elliptical Marquis Tool to create pupils.
