is there a tool to polish this text image?

is there a tool to magically change the color of this text with just one click? i find it tiresome to do each letter with a pencil tool and i have very shaky hands. i tried using magic wand but it leaves some dots eventhough i already tried to refine it. i scanned this from a calendar with a low res scanner.

also is there a way to erase background cleanly without touching the letters? i mean this would be easy if i can make the letters into one solid color which is i want to do as mentioned above.

well this isnt exactly the only thing im gona be working on... there still other texts that needs a technique that im looking which can also be applied on non text images
