Is it possible to view redacted picture with photoshop??

It's a picture that's been blacked out... need to read the text behind the marker

As a general case, it would not be possible to see what is behind a Black line on a JPG. If possible, post the picture or part of it. If feasible, someone may attempt the deciphering for you.

If the line is opaque, then no. Depends on the transparency of the line.
