Here's one technique I would use for making vertical selections.
I would place my spaced guidelines for accuracy.
With the original image layer selected, I would make my selection with the Rectangular Marquis Tool.
Then copy the selection to it's own layer using Cmd/Cntrl + J.
Once I had all the individual panels copied to their own layers,
I would use the Move Tool to move them (individually) up or down.
Once this was done, I would select the uppermost layer and make a Stamp Visible layer.....Shift + Opt/Alt + Cmd/Cntrl + E
Then I would make a selection with the Rectangular Marquis Tool (don't use the Crop Tool) to crop out the edges.
It's not necessary, but I would then move the final cropped image to a new document and trim the transparent pixels.
Then I would use the Type Tool to create the text color doesn't matter.
Position the text higher that you want it to be.
Turn off the type/text layer.
Select the original layer image layer
Mouseover the type/text layers thumbnail and click.
This will make a selection of the text.
Then hit Cmd/Cntrl + J to copy the text selection to it's own layer.

The use the Move Tool to move the text where you want it.
