Specific image cut out/fade the corners

Could I please get the rectangle cut out for the american flag and the 9|11, and can the corners be somewhat faded/rounded on a transparent background? Thanks in advance! :)

How easy is it to bring opacity down to like 75%? ( think thats the word for it)...you know where it looks slightly transparent, but not too much.
