I'm new to photoshop and this forum and I need help.

I want this shield to look as nice as this dell logo and have a tranparent background so that when I past is in a word document with colored background there's no square box around it.

I also want to make a spinning .png version that's about the same thickness as a coin. So that when it spins the light effect will adjust to make it look realistic.

Someone else will have to tell you how to do the other half of your question. I have no idea.

I`m not sure exacly what you want. The Dell logo is a mostly smooth surface (except for the inset letters) and the depth is a simple overlay of light giving the illusion of depth.
Your shield is a complicated image whose surfaces would have many different heights, which would all reflect light differently. Unless you want it to appear as if it were coated in a smooth layer of that acrilic stuff, in which case, you`d just add the reflections you see in the Dell logo. Making allowances for the different shape.

Your second request is going to be really complicated in Photoshop. An animation is just a series of stills laced together, so you would have to make a new image for each frame in the required perspective and change reflections to match your light source. This task is better suited to a 3D program.
 
Actually I just want to make the blue parts of the shield to be inset while the white part will be reflective white (like smooth plastic) extruding from the shield.

The inset on the complicated part (books hand shake and axe) will not be as deep as the others because it will make the surface look rough and untidy. I may even decide not to make anyinset at all.

what make this really complicated is that it is a shield, not a logo. Which means I can't make any modifications to the actual design (like replacing the dove with a more realistic silhouette and so on)
