i want to learn following animation

i got ur point
its with Liquify Filter
but now i m not finding the link for filter
 
You'll find Liquefy in the filters pull down.
Filter|Liquefy or Shift+Ctrl+X in Windows Shift+Cmd+X on the Mac.

Make a new layer for each movement.
Go to Window|Animation and open the animation window.

Create frames and assign layers to the frames.
Save as a PSD so you can re-edit, then go to File|Save for web and devices to save as a GIF.
You can't just Save or Save As, you'll loose the animation that way.
