Well... one way that comes immediately to mind is...
Open your photo.
Apply a "Threshold" Adjustment Layer, and set it to your liking. (IMAGE>Adjustments>Threshold)
Add a new layer above the photo.
Fill it with a solid colour of your choosing.
Set the coloured layer to "Lighten", "Screen", or "Linear Dodge" blend mode.
See how that works for ya.
Open your photo.
