I Need to create an action to bulk crop images to 16:9 aspect ratio?

Ok so i have no idea how to do this and tried for 5 hours last night to figure it out but it would be great if someone could tell me how to create an action or script that could take all images in a folder and crop them to an aspect ratio of 16:9 and then resize them to 640x360?

I cant just change the pixels to 640x360 because that would distort the images as the current aspect ratios are not 16:9.
 
Why not dump all of your images into one file as layers, crop the file, resize it, and then use the script "Export Layers to File?"

Well im a real noobie so dont know how to put all images into one file as layers to begin with or crop an entire file as you mentioned but even so i think that would cause an issue as i would have to figure out what folder they belonged in after the export as they each belong to different places.
 
If you're using a newer version of Photoshop, just open one image; then go to the folder where the rest of the images are; select them all; drag them to Photoshop and drop them on top of the image you opened. You'll have to press "enter" to confirm each picture's placement, but it should drop them in the center and make them fill out the workspace as much as possible.

Select the crop tool; in the crop tool options at the top, enter the size you want to crop the images (640 px by 360 px); drag out your crop selection and press enter. Every layer will be cropped and resized.

Then just use "File>Script>Export Layers to Files..."

As for the organizational issues, well that's on you ;)

My input files are ratio 4:3 and I would like to prepare them 3:2 interactively. Is there a way using this method?

What part of the process do you need to adjust individually for each image?

After "dropping" them in PS I have to choose "Enter/Return" to accept the image and pass on to the next one. I would like to be able to adjust the area from where the image will be cropped (top/bottom).
