I just reinstalled CS4 and toolbar doesnt respond. Help please!!

So, my laptop crashed, and I had to start again from scratch. I reinstalled Photoshop CS4 from my CD, and it loaded fine. Only now, no matter which tool I choose from the toolbar (blur, zoom, clone, etc,) it will only show the Hand (move tool?) And that doesnt even work. WTH. Does anyone have any ideas? Thank you!

Try resetting the preferences file.
It cures a lot of strange behavior in PS.

Start Photoshop and immediately hold down Ctrl+Alt+Shift (Windows)
or Command+Option+Shift (Mac OS X).

Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"
