I don't know how to call this

Hello.I'm a photoshop newbie ( I started few months ago) and I saw a picture and I simply don't know how to make the same effects as in it so I saw this helpful forum and I decided to give a try.
An entire well explained tutorial would be nice or just how's that called.
Here's the picture,I circled the shining,wonderful effects :

I think what you want is variously called "highlight spreading", "specular blooming", "halation", "flaired highlights", and similar terms.

Look at a plugin called "Lumiere": http://www.richardrosenman.com/project/?cid=204 . It is designed to give exactly those types of effects.

PS - If you don't want to pay for a (very good) commercial plugin, it can also be done by the native tools in PS, but it's more of a PITA / tedious, and usually, not as repeatable.
