Hue saturation

Hello everyone , Please can you explain to me why there isn't some other colors at hue saturation with we can manipulate an image like gray , black , white and others because i have one image here of sneakers their color is gray and i can't change it with hue only i change the color of the part under the sneakers colored in green ? some explanations thank you .

In Photoshop, if you have a pure gray tone (as in your shoes with R = G = B) Then the Hue is undefined.
The Hue/Sat adjustment (or Adjustment Layer) is to relatively change the Hue from one color to another. Since there is not a starting point Hue, it does nothing.
Likewise, the saturation slider can relatively change the saturation. When saturation starts at zero, the saturation slider will not change anything.

As @hawkeye mentioned you then need to use another too. Besides the Color Adjustment Layer you could also use the Channel Mixer Adjustment Layer. You could also add Layer above you image with a desired color and change the blend mode to Color.
