I would really like to know just how this style is achieved please, anyone ?
The vibrancy and the depth of colour also the use of a real person within the cartoon styled image, is it all just layers and playing around with settings, or do you have to re draw the face?

That would be a topaz plugin for the colour at a guess possibly 1 of the topaz cartoon filters or simplify for the face if it is a real photo

Most of the art on this style is digitally painted, i guess you could achieve something similar to this using the liquify filter, masking and transforming, and after you are finished whit your manipulation, just apply some sort of filter to get the cartoony effect like Topaz clean, etc.

But there's always some painting involved in this process.
