How would I create a similar background?

I'm on CS2 and really liked this background and wondered if anyone could help to create something similar?

Hello,
if I were to to something like this, I would take two layers, one with just plain colour ( I hope I see it right ) and second with those lines ( can be created from some profile by motion blur ) and wipe out the mask to get this kind of soft transition.

i think it would take more than two layers. two layers for the light shine one set on high value of gausian blur to give that smokey feeling.

and a bottom layer for the background texture. and a layer on top of that with color fill or a gradient and then erased to bring out the background texture and light rays.
