i would add the flag layer and mess with opacity and then erase whatever is not needed..but this on has been perfectly applied over the lips eyes and so forth. any tips wud b appreciated.

Change the flag layer's mode to overlay and see what happens. From the darkness of your example I think it possible multiply may have been used instead of overlay. Also a displacement map may have been used. Google a tutorial for displacement map.
