How was this accomplished?

I'd like to recreate this effect. I specifically want to know whether I should use the clone stamp or the a particular brush to blur out the face, and what I should do to recreate the paint splatter in the background.

Any advice on how would be greatly welcome.

I would say the use of a Layer Mask has been used here. Also looks like an airbrush has been used to blot out the face too.

The image has been converted using a paint/sketch filter then processed as you see above. I sometimes use this method myself.
