How to transform a photography to this kind of painting/drawing. (examples attached)

Hi,


I would like to transform photographies into one specific kind of paint/draw.
I understand theres allot of filters already available and i also downloaded some actions i found, none gave me the result i want, below theres an example of a photo i want to transform (left) and an example of the kind of end result i am looking for (right).
If anyone outthere can give me an anser i would deeply appreciate.

Your image on the right is an actual drawing or watercolor. I doubt you can quite capture that. I understand CS6 has a good oil painting filter though this has more the look of a watercolor. I think it would take gaussian blur, blend modes, opacity changes, maybe overlays of the original, and probably other manipulations. But I still have some doubts as to whether you could truly capture that look.

Maybe someone will know. If I had time to experiment, I'd give it a try. Be patient, someone may drop by.

this truly is a actual drawing, even signed at the right bottom corner.
you can tell it form the flowers drawing shape as well as from tedious balconies with nothing on but flowers as well as from the shapes of the doors and windows that not respect the perspective distortions.

it is possible that real photography was used as the reference, such i have seen before in Artrage.

Assuming the OP knows that, do you have ideas (beyond using a straight PS filter which can't really mimic it) on what might be tried?

I had time to play with this a bit. I think one could come closer if they had time for trial and error, but it was fun getting here. I might try again to see if I can improve the color and some other things . . .

Used various kinds of sharpening including high pass leaving some of the grey, gaussian blur, desaturation, noise on the street, various blend modes and opacities, and many of the layers made into smart objects so I'd have the filter mask to paint out unwanted areas of effect.
