How to set up Photoshop cc 2021 for saving jpeg format?

I usually shoot RAW and save TIFF. TIFF format takes up too much drive space and I do not have to save every image as TIFF format. So, I start to save most of my images as jpeg format.

I have a problem when I save for jpeg format. I have to click on "save a copy" first, then I have the options to select jpeg format. It saves as TIFF format automatically if not click "save a copy" before saving.

How to set up Photoshop cc 2021 for saving jpeg format without clicking "save a copy" first?

Go to Edit>Preferences>File Handling and tick the box for "Enable legacy Save As"

Sometimes, I do flatten the images prior to saving, sometimes I do not. It doesn't make any difference. Have to hit "save a copy" if I want to save jpeg format.

Photoshop cc 2021. Did not have this trouble before 2021.

Layered file won't save. Says it's saving in the background but that's been going on for an hour. Have been using Photoshop for 30 years; this is new. Just bought the latest version.
