How to save as JPG or PNG file format

I just got done with a wallpaper I've wanted to have fun with and for some reason Photoshop isn't letting me save it as PNG or JPG

Try File/Save for Web & Devices. Set it to jpg or png. It'll work.

P.S. Be carefull with settings.

You must have RGB 32 bits/Chanell.

Reduce bits per chanell first. In menu Image/Mode/16 bits/Chanell (or 8 bits). Then go for Save as...
