How to replicate this interesting glow effect?

I am trying to replicate this interesting glow effect (see attached) for the background of my site. What tool would you recommend to create the transition of colours before applying blur and noise filters?Thanks!

One of the regulars here answered an almost identical question a few weeks ago by posting a mini-tutorial.

Unfortunately, I can't seem to find it. Perhaps someone else will be able to point you to that thread.

i would just use a large soft brush (size 200 or so, hardness 0%) then apply the filters you mentioned
