How to reduce glare from photograph

Hi all, thanks in advance for your help. Back in the early 80's I had an exhibition of my paintings and took photos from an Olympus OM-10. Each painting had a spotlight mounted above it and as you can see from the attached picture, the light glare is strong at the top of the painting (washing out the color and details) and the glare extends about halfway down the photo. I have Photoshop CS3 Extended. Any ideas on how to eliminate the glare from the top half of the painting? THANKS, Sam

there are several ways but the better results would be harder if you want a quick solution duplicate the image layer and set blending mode to multiply and lower the opacity to liking. The glare will turn more into a lighting effect but there will be a lot more contrast in the image.
 
I just added a Curves adjustment layer and pulled it to the dark side, I then inverted the mask and used a soft brush with reduced opacity and flow settings to brush out the glare. It could still use some work but here's an example.

Here's my attempt.

* Copied the lower part of the frame - inverted vertically - I know the threads are out a bit but this was just a quickie so didnt fix it..

* Merged the layes, created a copy of the new layer
* Changed the blend mode to multiple with 52% opacity
