how do i get this dark/grainy/worn,washed element in photoshop?i want to create a shirt like these

The noise filter appears more active in some spots more than others how can i get that effect?
If you convert the original to a smart object, you can add a "smart" filter that will come with a layer mask. You can then use the brush tool to remove areas of the filters effect.
 
As Paul suggested, you can use a variety of brushes to create the cracked effect.

On a new layer above the original, add your brush work.
(here it's on a white bg for demo)

Here I changed the layers blend mode to dissolve.

Add a layer mask to the "brush work" layer.
Use the Brush Tool set to black, with a soft round brush to work on the layer mask.
