How to recreate this effect

I need help, once again, por favor. And I hope it's okay that I ask once again in the 'newbies' section.

The help I need is in regards to this fanmade Avengers poster. I'm looking for help in recreating the effects, and in particular, the effects used on the Avengers' cast members.

Any help would be greatly appreciated, and I thank you in advance.

Threshold for people then blur out the ones on the sides, resize each person to get that 'v' shape look.
