How to paint a color over a face ?

Hi,
I wanted to ask how to paint a color over a face in Photoshop. For example if I wanted to paint a person's face like a clown with the color white or red or purple or blue. How would I do it ?

I'm not talking about physical paint but like face painting.

I'm using Photoshop CS5.
 
create a new layer paint the desired effect it and put blending mode as colour or overlay is the easies way but I warn you this will not work with white or black the only way I got any kind of results when playing was to paint it white on a low opacity brush I am sure it can be done but I have not found out an easy option I can do makeup etc but not a clown face weird huh good luck and I will try and play around for you and get back to you if I have sucess

ok this took some work what seemed to be a relatively easy request but reality took some playing around with I know my clown artist skills are to be improved on and i missed out the nose lol here is what i did to achieve this
step 1 duplicate image
step 2 adjust exposure on duplicate image to almost blown out
step 3 apply a layer mask and repaint in all of the image except the face
step 4 create a new layer and paint it white on a low opacity and build it up to desired effect and play with blending options
step 5 create a new layer and paint in clown characteristics as you desire hopefully better than mine new layer for each colour
step 6 adjust opacity of the coloured layers you may have to duplicate them for a better look
step 7 photoshop in a nose
But I am sure someone on here like 1 of the gurus wil have an easier way

Could you explain how to do each in detail ?

I've never used Photoshop before. I just bought it.

Could you also show a picture of each step ?

OMG so sorry forgot to set it to record my cursor if you can not follow what I am doing then just say and i will re do it for you as you can tell I am not use to commentating as I work so it is boring
 
Thanx, I'm watching the video. The only thing that's bad is the quality (can't read the words) but other than that it's good I'll work with it.
 
Overall it's a good video. But could you make screen shots of each step ?

The only reason I'm asking is cause in the video I can't see the mouse point.
 
I agree with luffy28 I got this tutorial, Photo to sketch by Jennifer Apple. It was only about 10" high by 8" and the best part about it you can take it into photoshop with you. She did not use any complicated jargon. It went something like this 1. do this 2.do that, and so on.
