How to not blur small text?

I am trying to find a way to not blur my text in ps. I have an image and am trying to add very small text (5-7pt). Every time I print it though it is a blur since it is saving the text as a image file. Is there a way to save the image as a jpeg and the text as a seperate .rtf?

Or any suggestions on how to keep the text quality without any blur in ps?
