how to make this wave/swirl image?

Hi There

Could you guys and girls please help me with the method this image is created.



I am an industrial design student designing a search and rescue vest for my major project. I am wanting to create something like this about 400mm long and in black and white to cut a mould on the laser cutter. The different opacities will create different depths. I will use this mould to add a texture to foam.
