How to make this transparent rectangle layer?

How would I make a transparent layer such as the one in the image where it says "Mufasa"
It's transparent, meaning you can still see the background, but it's tinted black. How do I do this in my own image? Thanks!

Put it on it's own layer and lower the layer opacity.
