Hi , Zoe.

There could be numerous ways to do this. Here's my take on it. My work history shows all that I did to re-produce your image.

Begin with a layer with background color, On a new layer, use a large size brush to create diagonal strokes, Apply Gaussian Blur , Use the Smudge tool following the direction of the line strokes, and lower the opacity.

You may want to use a larger size brush tool set at airbrush at lower flow intensity to add a bit more color.

Hope this starts you off......

Hi Zoe, I would like to encourage you experiment a little.

I sampled the BG color of the example you provided, then I just added two new layers and played with some brushes with different fill and opacity settings.

For the following image (BG) I only used a plain soft brush and one cloud brush. That's it!

More can be done here, but I just wanted to express you can get a long way by just experimenting!

Zoe, I used both.

I mainly used a native Ps brush. I used a soft round brush with a lowered fill level, like around 10% or lower. I built up the white streaks slowly and I constantly changed the size of the brush with the Bracket keys.

I then added the light clouds with a third party Cloud brush. I have no idea where I got the cloud brushes, sorry! They're pretty easy to find. As with the other brush, I lowered the fill percentage of the cloud brush and I also lowered the opacity of the cloud brush layer when I was done.
