How to make a this effect?

I'm not really sure how to describe this effect, I've just seen it in done to a whole bunch of hockey photos, but I would really love to be able to learn how to do this to a few hockey photos of my own. Here are sort of before and after pictures of the effect I'm going for (granted I am nowhere close to these players' levels nor do the photos look even comparably as good as these ones).
Is there a simple action that can be downloaded to perform this effect by any chance?

Yep, how many times has this come up in the last 2 weeks alone, lol? Sticky is a good idea. It might not stop these insipid posts coming in, but it sure would be easy to identify the links that have been posted. Maybe should include a couple other looks as well. I'll find the time to locate those (bookmarked the last one with links in it) and make a sticky, probably call it: How do I make this effect. Ya think?

Saying that new members create posts of no interest is a little 'off' don't you think?
 
It's not that the posts are of no interest, it's more that they have become painfully repetitive and I for one have lost all interest in even hunting down the links! I think this is not helping the OP nor is it fair.

The question here has been more than adequately answered.

There is some small expectation, as well as courtesy, that any new members do a general forum search for a topic before posting. This may be unrealistic as I realize that forum searches are based on thread titles which, in the case of this "effect", might make finding results difficult. Hence my suggestion of simplifying the matter by having a sticky to direct them to when the question arises again which I'm betting it will. I would also hope that new members would make it a habit to read the sticky threads first before posting.
 
Not all new members are forum savy though my friend, repetitive or not these type of requests will always appear, because they are current and amongst the most popular photoshop searches going at the moment.
 
Sorry, sorry, it was one of my poor attempts at humor Paul. Insipid started the thread and I used his username as a badly failed pun. It won't happen again guys. No insult intended.

Like I told Paul once before, I think I'll keep my day job, sitting down not doing the stand up routine. :evil: :mrgreen:
 
That's really funny, Lumpsack. The only problem is that I've never been able to reproduce that exact look with NIK HDR. If you have had better luck, could u post an example, pls. I'd love to find an easier way to reproduce the exact look for a wider range of starting images.
