This, and similar "looks" have become quite popular, so I suggest you review quite a few of the tutorials before you select one. The reason is that there are a huge number of wannabes who claim to have developed a quick way to reproduce the Dragan effect but don't realize the limitations of their approach. Unfortunately, having limited experience and yet being pleased with themselves, they go on to write up a tutorial on their attempt, yet call it the same name.

All of these effects are based on one simple operation: Increase local contrast WITHOUT triggering unwanted increases in global contrast, increases in saturation, exaggeration of noise and banding artifacts, etc. It's quite easy to increase local contrast -- even something as simple as the USM tool can be used. The real skill comes in controlling the unwanted efx.
