how to get this effect(pics inside)


To me that just looks like the blur tool. You can even see a couple places that they missed like under his chin.

Here's my result with just the blur tool and a brightness/contrast adjustment layer (+contrast, -brightness)

it's not quite as dramatic, but I have no doubt that if someone took the time to do a good job, they could get the effect you're looking for with this method.
