Some of the guys over at worth1000 are amazing...

Anyways how can i get a picture of a real person to look like this head? What filters/effects do you think were used on it?

Here check these out noslenwerd http://photoshopgurus.com/personal-gallery.html. In that gallery art the top under the PS section are 2 examples of a 'bobble head' effect: "Biker Boy" and "NitroBulter".

Tell me if that's at all like the effect you want.

The image you referred to looks to have more manual painting (specifically highlighting) in it than any filters applied. The hair has been separated and shadowed as has some of the body/head. The eyes have been whitened and slightly enlarged. And the skintone has been smoothed right over then highlighted.

why won't my .atn file open in photoshop? For the plastic doll tutorial?

Usually when an action doesn't work it's because it's not compatible with your version of Photoshop. Check that tute and see if the authors mention what version they're using.
