How to get this color effect ?


If you're referring to the black smoke, create a blank layer, Press the D key to select the default colors, go to Filter | Render | Clouds.
Set the layer property to Overlay in the Layers group
Add some blur, play with opacity, and use a mask to remove (mask) the smoke you don't want.
Overall the image seems a little desaturated and under exposed with a slight blue tint.
Try Adjustments | Photo Filter and find a cooling filter, again play with the opacity.

It looks to me as if one layer(grass in front )was created using Duotone Mode then added in front of guy for the gray effect of the grass
 
i think u need two layers first rich color version and a low saturation version....

1. Duplicate the Layer
2. Reduce the Saturation the 1st layer (below)
3. Mask the rich color version (above) ....mask the area with a color u want ...like the sky and the berets of the soldier
4. Reduce the opacity of the rich color version till fits your needs.
