I am very good with PS, but for the life of me, I can't seem to get an effect like this...

The photo was almost made cartoon like.... I have searched and used High Pass filters and such but can't seem to get it right... Could anyone point me in a the direction of a tutorial or help me learn to create this effect...

alright that's a start..... think there's a way to do it without purchasing any add-ons? Just from default filters and such??
 
Mate you can play for days but thats the quickest way, download the free trial and see. Otherwise it's lots of trial and error practicing which is what i do. I suppose poster edges would be a good start maybe?
 
it looks like it's HDR toned with a photorealistic filter, then the layer has been duplicated, set to soft light, and has had a light plastic wrap filter, you can try that out but i'm not sure.
